you have more than enough for a decent pc, search ebay,
i got a custom built pc, (prebuilt) with a
phenom 550 3.0ghz (oc'd to 3.41 atm) not a quad core, but its decent, competes with a couple high end intels
2gb ram
500GB HD
but no OS, although i got win 7 from my school for free
that was $350 (shipping incl) although i don't know how much more it would cost to ship to canada, probably not much, and then i got my HIS 1GB 4850 from some other person for 110, that's a total of 460 and it's pretty good so far, runs everything fine.
I'm sure you can easily find something for 700 bucks or less that will easily shit on my pc.
